Details of the outlet structures should be submitted showing rim elevations, weir size (if <br />any) orifice elevations and sizes, pipe outlet inverts and sizes. <br />7. Pond slopes (X:1) should be labeled on the grading plan. <br />8. Overflow swales should be provided within easements from the cul -de -sac and from the <br />intersection with McMenemy Street to the ponds to insure runoff events that exceed the <br />storm sewer system capacity flow to the intended ponding locations. <br />General Comments: <br />1. All Williams Pipeline easements need to be shown on all sheets. As indicated <br />previously, the public street right -of -way that is to be granted must lie outside the <br />Williams Pipeline easement. <br />2. It should be noted the developer and the developers contractor will be required to <br />provide construction details and obtain approval of all construction methods to ensure <br />compliance with all construction procedures and practices of the City of Little Canada, <br />the St. Paul Water Utility, and Williams Pipeline and the Minnesota Office of Pipeline <br />Safety. <br />3. It appears that the developer is proposing to construct a home near Viking Drive. A <br />driveway access onto Viking Drive would be very close to the intersection; therefore we <br />feel the driveway should access Preserve Trail. <br />4. City Council is discussing adoption of a pipeline safety policy requiring an additional <br />setback from all pipelines 6" inches in diameter and greater in an attempt to provide <br />increased safety for the possible future residents of "The Preserve" and other residents <br />of Little Canada. The adoption of such a policy could affect the proposed development <br />layout. To further protect future residents and the environment, mainly the wetland to <br />the north, we will be requesting that a berm /containment area be constructed adjacent <br />to /within the Williams pipeline easement to help prevent the pipeline contents from <br />flowing onto the street and into the storm sewer where it would have a direct route to the <br />wetland to the north if a break were to occur. We have contacted Williams Pipeline to <br />determine the timeframe that would exist between a break and shutdown of the pipeline <br />along with the anticipated volume of material that would be released to help in the <br />design of the berm.
