The property is zoned R -1, Single Family Residential and is subject <br />to the Shoreland Overlay regulations from the water body bounding the north edge of <br />the project. The general layout of the project remains the same with a public street that <br />has access to McMenemy Street on the west, then extending east and terminating in a <br />cul -de -sac at the east end of the property. 16 single family lots are proposed within this <br />Preliminary Plat. The entire site consists of approximately 29 acres, with the project <br />itself constructed on 9.2 acres of upland area. The remaining 19.8 acres + is within the <br />wetland area designated as "Outlet C" of Block 1 north of the construction area. <br />A second public street access intersects with Viking Drive through a single family parcel <br />with an address of 459 Viking Drive. The existing home would be removed to permit the <br />construction of the street, and a new lot is proposed. Single Family lots are arrayed <br />along the wetland side of the new street, which abuts the north property line of seven <br />single family lots to the south of the project area. <br />The following is a review of the proposed Preliminary Plat verifying whether conditions <br />stated for approval of the previous Preliminary Plat have been addressed and met. The <br />recommendations made in our original planning report are repeated here for reference: <br />1. Approval of the plat design and appropriate permits are granted from Williams Pipeline, <br />owner of the petroleum easement and pipeline. <br />2. Elimination of Lot 13, Block 1 due to lot size, shoreland regulations, and the drainage <br />easement in favor of MnDOT. <br />3. Raising of the building pad on Lot 1, Block 1 to a minimum floor elevation of 969.3. <br />
