suggested that any landscaping within the right -of -way must be at least five feet from <br />the curb. <br />Realignment of Preserve Trail was another recommendation made that was not <br />addressed. The Preliminary Plat still proposes Lot 1, Block 3 and a curved road within <br />the former 459 Viking Drive parcel. It is again recommended that Lot 1, Block 3 be <br />removed and Preserve Trail be centered within the parcel. If Preserve Trail were left as <br />currently proposed, existing parcels to the east along Viking Drive would be rendered <br />non - conforming, or their buildable areas reduced as a result of the extraordinary <br />setbacks required by corner lots. Planning staff would recommend that the street <br />extend through the parcel, with outlots along both sides to be owned and maintained by <br />the homeowners in the plat. <br />Two lots are shown as Lot 1 and Lot 2, within Block 2 at the eastern end of the property. <br />Lot widths when measured at the front setback line meet the 75' street frontage <br />requirement only when measured at an angle. When measured perpendicular to the <br />side lot lines, they appear to be less than 75 feet in width. Therefore, it is <br />recommended again that the two lots be joined into a single parcel. <br />Summary and Recommendation <br />In summary, although the second Preliminary Plat submission dated September 30th <br />2002 has changes regarding setbacks and lot widths, specific conditions originated from <br />the previous submittal have not been met. Based on the submission to date, the plan <br />should not be approved for Preliminary Plat approval. In addition to the issues and <br />recommendations raised by the City Engineer, planning staff recommends the following <br />conditions to an approval of the preliminary plat: <br />1. Realignment of Preserve Court off the Williams Pipeline right of way. <br />2. Redesign of the plat to accommodate the relocated right of way. <br />3. Landscape plantings not occur upon the pipeline right of way, but that trees be <br />planted within the boulevard area along Preserve Court for buffering purposes. <br />4. Lot 1, Block 3 be eliminated and Preserve Trail be centered upon the parcel so <br />as to not render the two properties to the east along Viking Drive non- <br />conforming. <br />5. The two parcels listed as Lot 1 and Lot 2 of Block 2 be combined to one lot, thus <br />providing proper lot width requirements and additional spacing from the existing <br />pipeline to the south. <br />6. Landscaping along the wetland edge is added in accordance with the original <br />planning recommendations. <br />7. Compliance with Administration, Engineering and Public Works <br />recommendations. <br />
