The only other potential issue raised by this request is the frontage and access to the <br />street. When this subdivision was approved by the City in the early 1980s, one of the <br />conditions was that when the property to the south developed, a public street would be <br />required that would give access to these parcels, eliminating or reducing the non- <br />conformity for lack of street frontage. However, at the residents' request, the City <br />approved a subdivision for the land to the south without requiring street construction <br />that would serve the lots now being re- subdivided. When property is being subdivided, <br />the City may consider whether access needs are being met, and whether alternative <br />access should be provided. The City may wish to review whether it is satisfied with the <br />driveway easements are providing reasonable access, or if public street access should <br />be enforced. A partial public street right -of -way exists adjacent to the south boundary <br />line of these lots. Changing access would impact the middle lot the most, requiring a <br />relocation of its garage from the north portion of the lot to the south. <br />In summary, the subdivision proposed will result in lot configurations that will still comply <br />with the requirements for lot width, area, and setbacks.
