For Lot 3 (the Drywall Supply property), only 10 parking spaces are provided for the two
buildings. There is a total of 44,490 square feet of building area shown on the plan, not
including the future 20,000 square feet. If the existing buildings are to be warehousing
only, the parking demand required by the zoning ordinance would be 62 spaces. The
site plan should be revised to indicate the provision of at least 62 parking spaces to
comply with this code requirement.
Site Improvements. The plan is not specific with regard to site improvements to support
the redevelopment and /or reuse of the property. The zoning ordinance requires that all
parking and circulation areas are paved with concrete or bituminous material, and
surrounded by a continuous concrete curb, with the exception of approved curb cut
locations. Because some of the site development is intended to be "future ", planning
staff would recommend that the following areas be improved at this time, with an
expectation that other parking lots and driveways be improved prior to occupancy.
Driveway along the east property line. This driveway should be paved and
curbed the full length of its entrance into the site (at least to a point at which it
meets Lot 3). Because the southeast portion of the property is a "future
building" site, the City may choose to waive paving and /or curbing
requirements in this area. However, if such a waiver is granted, the applicant
will not be able to obtain permission to construct an additional building until a
PUD permit is issued requiring completion of the paving and curbing in this
area.
Driveway through the center of the site. This driveway should be pave and
curbed the full length of its entrance into the site. In addition, the parking and
circulation area serving the northern building on Lot 3 should be paved and
curbed, and a paved connection made to the central driveway. Additional
parking area required according to this report will also require paving and
curbing, as will any driveway connection to the additional parking areas.
For Lot 2, the entire site should requires paving and curbing, prior to
occupancy of the building.
The City should comment as to any paving requirements for the truck circulation areas
around the buildings on Lot 3.
Landscaping. A landscaping plan has been submitted showing the landscaping of
portions of the PUD. A clustered row of trees is shown along Country Drive north of the
future building (Building 1). A row of Pfitzer Junipers is shown separating the south end
of Lot 1 from the east half of Lot 3. These are large shrubs, but are not typically
adequate to create a full screen. The City has indicated that any outdoor storage areas
on the site must be fully screened from views to the north. Planning staff would
recommend supplementing this row of Junipers with a row of Pine or Spruce to intensify
the screening effect of this planting area.
