The current proposal has been to rely on the B -W District, Business - Warehousing,
for the north portion (as recently revised), and accept an I -1, Light Industrial designation for the
south portion. The purpose of the applicant's request has been to accommodate an area for
outdoor storage and lesser building standards no longer allowed in the B -W District.
The property will be subject to a Conditional Use Permit PUD that is intended to control site
improvements, building and site layout, and acceptable materials. The Conditional Use Permit
PUD will apply to both portions of the property, regardless of the underlying zoning. An
alternative to this approach has been suggested that would rezone the south portion of the
property to PUD, Planned Unit Development. This would require the approval of a PUD Permit
(processed similarly to the CUP /PUD).
The advantages to this approach would be primarily one of notice. By listing the PUD zoning
on the zoning map, future owners and City officials would be reminded of the conditions of use
applying to the site. A Conditional Use Permit PUD would have the 1 -1 zoning listed on the
map, and the CUP conditions recorded against the property, and in City files. Under the
CUP /PUD, virtually any site change would require the approval of an amended CUP. This
would be similar to the use of the PUD District. However, because property is rezoned by
Ordinance, the PUD zoning ordinance for this area could include conditions under which
subsequent land use requests could go forward, and when (if ever) the City would relax
processing.
