MINUTES <br />CITY COUNCIL <br />NOVEMBER 13, 2002 <br />CONCEPT <br />REVIEW — <br />DRYWALL <br />SUPPLY <br />The foregoing ordinance was duly seconded by Anderson. <br />Ayes (3) Scalze, Anderson, Montour. <br />Nays (0). Ordinance declared adopted. <br />The City Administrator reported that demolition of the former Venetian building will <br />begin on November 20"'. The City's Cable Producer will be filming that demolition <br />as well as portions of the construction of the new senior housing /retail building. <br />The Council began its review of the concept plan for the Drywall Supply Addition <br />as proposed by Carl Johnson, owner of the property, as well as the concept plan <br />supported by City staff. The City Administrator noted that the one item in <br />contention between the two plans is whether or not the third canopy on the property <br />can stay. Carl Johnson is requesting retention of this third canopy and utilizing it for <br />screening while City staff is recommending its removal. <br />Scalze noted the City Engineer's comments relative to storm water ponding on the <br />site and noted that she does not see the pond locations on the diagrams included in <br />the Council's packets. The City Administrator noted a separate drawing existed <br />showing a proposed pond in the southeast corner of the property that Mr. Johnson is <br />concerned about. He also reported that the City Engineer <br />will be meeting to review this issue to determine if there is a w ylto limit the rate of neer <br />flow from this site will minimizing impact to the development potential of the <br />property. This issue will be resolved prior to action on the final plat for the property. <br />The City Administrator suggested that the Council could act on the issues of the <br />Preliminary Plat, Development Stage PUD, and Rezoning of the back portion of the <br />property from BW to I -1 subject to execution ofa Development Agreement. The <br />Administrator noted that the Development Agreement could then be presented to the <br />Council for action in December along with the Final Plat. <br />The City Administrator again noted that the only issue of contention between the <br />property owner and City staff is that of the third canopy. <br />Carl Johnson, Drywall Supply, presented a diagram showing his proposal to use this <br />third canopy as screening for the back lot. He noted that the canopy would be <br />convened to a three -sided building, and would be joined to the existing 16,000 square <br />foot steel building located behind the former Knox building. This would provide for <br />a long structure that would totally screen the Drywall Supply business that would be <br />located on the back lot. Johnson indicated that the canopy could be surfaced with <br />stucco, if the Council desired, to improve the appearance of the structure. Johnson <br />reviewed a diagram showing the 16,000 square foot steel structure. He noted his plan <br />to add an addition to this building for office space. At the time the addition was <br />placed on the building, the canopy would be connected to it as well. <br />
