Hanson <br />www. ei.Iittle- canada. mn. us <br />MEMORANDUM <br />TO: Mayor Fahey & Members of the City Council <br />FROM Joel Hanson, City Administrator <br />DATE: November 15, 2002 <br />RE: 2003 Improvement Projects /Status of Neighborhood Meetings <br />Neighborhood Meetings are being held on the following projects: <br />• Thunder Bay Road (County Road D to cul -de -sac at south end) <br />This is a rehabilitation project of an urban section roadway. Pavement is <br />deteriorating and many sections of curbing are displaced. It is believed the high water <br />table is causing the problems with this road. Action is recommended at this time to <br />prevent further contamination of the road base. This road was constructed around 1987. <br />• Racine Drive (Centerville Road to west end) <br />This is a reconstruction of a rural section roadway. It appears this road was last <br />paved in 1973 when water main was installed. <br />• Morrison Street (Rose to Demont) <br />This is a reconstruction of a rural section roadway. Runoff down the steep hill is <br />contributing to the problems being experienced on this street. It appears this road was <br />paved in 1978. <br />• Savage Lane (Sextant to Rose Place) <br />This is effectively a reconstruction of a rural section roadway in that the portion <br />abutting the homes has ditches and no curbing. (There is curbing along the sound barrier <br />wall that we are proposing to retain.) This pavement is very brittle and easily damaged <br />by our plows. It appears this area was paved around 1970. <br />• Savage Lane (Rose Place to cul -de -sac) <br />This is a rehab of an urban section. There is some pavement settling that is <br />causing drainage problems. This was constructed in 1986. <br />• Twin Lake Area (Twin Lake Trail & Twin Lake Court) <br />This project involves the reconstruction of the road surfaces and installation of <br />water main. Staff has met with Vadnais Heights officials about water quality issues and <br />has prepared better information about this topic to present to the neighborhood. <br />The results of these meetings are as follows: <br />• Thunder Bay Road is recommended to proceed as a 2003 improvement. (See <br />Neighborhood Meeting minutes attached.) <br />C. Racine Drive will be held over until 2005. <br />
