MINUTES <br />CITY COUNCIL <br />JANUARY 16, 2008 <br />70%. In applying the old assessment policy only about 17% of the cost <br />would be assessed. The Administrator noted the statutory requirement <br />that assessments must be at least 20% of project costs. Therefore, the <br />assessment policy was changed eliminating the 50% of the assessment cap <br />provision for reconstructed urban streets. <br />The City Administrator also noted that due to drainage improvements <br />done as part of the Unweave the Weave project, there are now drainage <br />outlets in place for Thunder Bay Road. This makes the reconstruction of <br />that street more feasible given the opportunity to now improve drainage. <br />The Administrator suggested that it may be more equitable to assess the <br />road reconstruction costs on a per unit basis rather than using the odd- <br />shaped lot formula for some of the lots. This would equalize the level of <br />assessments per lot, with the Administrator noting that each property uses <br />the street in relatively the same manner. <br />The City Administrator also noted that contractors are looking for work, <br />and it is felt that the City would obtain a good bid for this improvement <br />work. <br />Blesener asked about the deterioration of Thunder Bay Road and the new <br />construction methods that would produce a longer street life. The City <br />Engineer explained that new consh•uction methods used for areas with <br />poor soils which include thicker subgrade sections as well as the use of <br />fabric. Fabric prevents the contamination of subgrade materials during <br />freeze/thaw cycles. The Engineer noted that part of the reason for these <br />new design standards is that people drive more and vehicle weights are <br />heavier. The Engineer also noted that due to the MN DOT drainage <br />improvements, it will be possible to install drain the in Thunder Bay Road. <br />'the City Engineer also noted that the City is required by the Watershed to <br />put in rain water gardens along Thunder Bay Road to improve water <br />quality. The Engineer explained the function of the rain water gardens, <br />and indicated that if the project is approved, he would meet with the <br />property owners to determine their interest in having a rain water gardens. <br />These would need to be maintained by the property owners. <br />Allan asked about extending the life of this street beyond 20 years. The <br />City Engineer indicated that a street should not have to be totally <br />reconstructed prior to 20 years and could last even longer. However, in <br />some instances it is necessary to mill and overlay streets. Construction <br />methods have improved, however, bituminous itself has not been <br />improved. <br />11 <br />
