MINUTES <br />CITY COUNCIL <br />JANUARY 16, 2008 <br />RECONSTRUCTED ROAD SURFACE, CONCRETE CURB AND <br />GUTTER, AND DRAINAGE ENHANCEMENTS <br />The foregoing resolution was duly seconded by Allan. <br />Ayes (5). <br />Nays (0). Mayor Blesener opened the public hearing to consider the improvement <br />2008-04 - of Thunder Bay Road from County Road D to the cul-de-sac by <br />THUNDER reconstructed road surface, concrete curb and gutter, and drainage <br />BAY ROAD enhancements. <br />ROAD <br /> The City Engineer presented a detailed report relative to this proposed <br /> improvement. That report outlined the project history relative to street <br /> condition and utilities. The Engineer noted that the pavement rating for <br /> Thunder Bay Road at 38 out of a possible 100. The existing pavement is <br /> 32 feet wide with a 40-foot radius for the cul-de-sac. There is water main <br /> along the length of the road as well as sanitary sewer. There is a minimal <br /> storm sewer collection system in place. <br />The City Engineer presented a detailed report relative to this proposed <br />improvement. That report outlined the proposed improvements which <br />include a 32-foot urban section street with concrete curb and gutter, and, <br />concrete driveway aprons. A storm sewer system will be provided to <br />serve the curbed sections of the roadway. Rainwater gardens would also <br />be installed where practical for storm water treatment. <br />The Engineer continued his report, reviewing the City's assessment policy <br />in detail. He noted that residential street reconstruction is assessed at 85% <br />of an 8"/3" urban section sheet. However, assessment costs are capped at <br />a maximum of $57.97 per front foot. The Engineer also explained the <br />odd-shaped lot calculation for determining the level of assessment for cul- <br />de-sac lots and other oddly shaped lots. He further explained that lots are <br />assessed a minimum of 75 feet in frontage to a maximum of 125 feet. <br />He then reviewed the proposed project schedule as well as construction <br />issues that are typical of any project. <br />The City Administrator reported that the City changed the assessment <br />policy last year relative to reconstructed urban section streets. Under the <br />old policy, the cost of a reconstructed urban street would be assessed at <br />50% of the assessment cap. However, in applying the policy, the level of <br />assessment was not equitable. The Administrator noted that Payne <br />Avenue is the only urban section street to be reconstructed in the City, and <br />that reconstruction was assessed at 30% of the cost with the City paying <br />10 <br />
