809.030. LICENSING. Any person or company intending to collect or dispose of mixed <br />municipal solid waste or recyclable materials within the City of Little Canada shall first apply for <br />and secure a license from the City. This would include those companies conducting a construction <br />roll -off business. The application shall include the following information: <br />(A) name, phone number, and business address of applicant; <br />(B) a description of the vehicles and equipment to be used in said business; <br />(C) the locations of refuse dumps to be used for disposal of collected refuse; <br />(D) the manner in which such refuse and garbage is to be disposed of and <br />(E) a general disposal plan in conformity with Minnesota Pollution Control Agency <br />regulations. <br />Said application shall be submitted to the City for investigation. The Public Works Director <br />shall determine whether or not the applicant is a responsible individual or company, and whether the <br />applicant possesses the necessary equipment to provide adequate services. The Public Works <br />Director shall review any other matters he /she deems pertinent to his/her investigation. If the Public <br />Works Director finds that the applicant is entitled to a license, he /she shall indicate his/her approval <br />on the application. <br />The license fee shall be as established by City Council resolution and shall be paid to the <br />City at the time of submitting said application. The license fee for any part of a year shall be the <br />same as for a full year. This annual license shall commence July t of each year and is non- <br />transferable. <br />809.040. BOND AND INSURANCE REQUIRED. Each applicant shall, before being <br />granted a license, provide a continuing perfotuiance bond in the amount of Tlu-ee Thousand Dollars <br />(33,000.00) for the benefit of its customers and of the City. Further, said applicant shall provide a <br />certificate of public liability insurance in the minimum amount of Three Hundred Thousand Dollars <br />(3300,000.00) for any one person injured, and Five Hundred Thousand Dollars (3500,000.00) for <br />more than one injury in a single occurrence, and One Hundred Thousand Dollars (3100,000.00) <br />property damage coverage per accident on each and every vehicle used for collection service. <br />809.050. MANDATORY PROVISION OF RECYCLING COLLECTION SERVICES. <br />All licensees providing service to residential dwelling units shall provide for the collection and <br />disposal of recyclable materials, and providing recyclable collection services shall be a condition of <br />the license. On or before the 15th day of each month, the licensee shall file a written statement of <br />total tonnage of recyclable materials and refuse collected by the licensee in the previous month with <br />the City. On or before the 1st day of July of each year, each licensee must provide the City with the <br />name and address of any tri-plex, four -plex, apartment building with five or more dwelling units, <br />condominium or townhouse associations, or mobile home parks which receive collection service <br />809 -3 <br />8 <br />
