Anderson
Rick Montour
ADMINISTRATOR
Joel R. Hanson
As was discussed during our earlier budget workshop, staff has been evaluating the possibility of hiring a
shared Building Official with the City of Falcon Heights. Based on past permit activity, we would expect
the sharing relationship for that work to run on a 70/30 basis between Little Canada and Falcon Heights.
Falcon Heights would also like this position to serve as their Fire Marshal with the understanding the
primary emphasis in this area would occur during winter months. We would continue to use Duane
Williams as our Fire Marshal.
To accomplish this program, I have enclosed three documents. They are:
• Agreement with the City of Falcon Heights for a Shared Building Official.
• An Employment Agreement with Stephen Westerhaus to serve in the capacity of
Building Official, including ajob description.
• A Termination Agreement with Northland Inspections dealing with our current Building
Official contract. This allows us to terminate without the required notice and establishes
how payment will be made for permits in process or yet to be received.
It is my estimation that this arrangement should save Little Canada about $10,000 per year based on past
permit volumes. I am not recommending any budget adjustments to reflect this potential savings due to
the uncertainty regarding the future of LGA. If savings are achieved and cuts to LGA are made, we will
have some built in protection. One year from now, we will also have more experience to ensure that
savings have in fact been realized.
Falcon Heights is in the process of reviewing these documents. Our City Attorney is doing likewise. As
a result, there may some adjustments to these documents at Wednesday's meeting.
cc: Heather Worthington, Falcon Heights City Administrator
