Hanson <br />MEMORANDUM <br />TO: Mayor Fahey, Members of the City Council & Members of the Planning Commission <br />FROM: Joel Hanson, City Administrator & Neal Powell, Code Enforcement Officer <br />DATE: July 19, 2002 <br />RE: Code Enforcement Workshop <br />Attached is a report prepared by Neal Powell, our Code Enforcement Officer. He has addressed the <br />action plan items I delineated to him from his perspective. Neal's report does a good job of giving you <br />some background regarding the type of activities we deal with. I would like to add this list as the <br />priorities we tend to focus on: <br />• Junk Cars and /or Inoperable Vehicles <br />• Temporary Signs <br />• Debris on Property <br />• Outdoor Storage (especially in Ryan Industrial Park) <br />• Tall grass /weeds <br />• CUP Compliance <br />• Citizen Complaints <br />Neal has essentially stated the approach we have always tried to follow. That is to attempt to work <br />with people to resolve problems. However, if we are ignored or follow -up does not occur, then we <br />take a harder approach. <br />You also get an indication of staffing issues given Neal's earnings limitations. Code enforcement can <br />be very time consuming. We have also experience inefficiencies over the years by the turnover we <br />have experienced due to our use of interns. <br />I am also asking our Fire Marshal, Duane Williams to be present at this workshop so he can add his <br />two cents on this topic. (There is definite overlap between code enforcement and fire inspection <br />activities for certain items.) <br />My idea for this workshop is to have a general discussion of our code enforcement activities using the <br />action plan outline as the guide.
