Fahey
COUNCIL
Beverlv Sealze
Jim LaVatle
Matt Anderson
Rick Montour
515 Little Canada Road, Little Canada, MN 55117 -1600 ADMINISTRATOR
(651) 766 -4029 / FAX: (651) 766 -4048 Joel R. Hanson
wwv.ci.little- canada.n-m.us
2002 Action Plan
Code Enforcement Report
Enforcement Priorities:
The City Administrator sets my priorities. I assume he has taken input from the city council and
others.
Within that framework I allocate my time resources, trying to effectively address the higher
priority issues while still dealing with the day to day complaints. Sometimes the day to day
complaints become immediate high priority; such as happened with the Rice Street area after the
McDonald Battery fire and at 50 So. Owasso Blvd., Precision Tree, when they had a huge stack
of tree limbs that I considered to be a great hazard to the welfare of local kids. Usually the day
to day complaints are of long grass, trash, and what the neighbor did three years ago, that I didn't
like, but didn't complain, but now that he's complained about me...
Current Activities:
Auto related business license renewals:
We have 24 of these licenses currently active in the city.
We are at the time of year when inspections for all of our automotive related business
licenses are due. For the past month they have been my top priorities. I am seeing light at the
end of a long tunnel. The license renewal inspection process takes time. It requires reviewing
the file for each property; checking for zoning and conditional use permits; making note of the
limitations set by those permits; walking through on an inspection of each property; advising the
business and /or property owner of any shortcomings, both verbally and in a follow -up letter.
Usually it will require at least one reinspection for compliance, sometimes several.
Rice Street:
Some time ago, after several warning letters and no positive response, I issued a citation
to Mr. McDonald because he has refused to remove the more than twenty semi trailers he has
stored on his 2948 Rice Street property. He stated that he felt he was being discriminated
against, because there are many violations along Rice Street. I had to start somewhere; he had
the fire; he was just the first.
After I issued the citation to Mr. McDonald he finally provided me with a copy of the
report from American Engineering Testing Inc., attesting to the structural integrity of the radio
transmission tower that was heated in the fire. The tower is ok.
I have also cited Mr. Roger Routh, and Mr. Henry Anderson for maintaining a public
nuisance (numerous inoperable, unlicensed or junk cars) at 2968 Rice Street.
I achieved great progress toward compliance with Tacheny's at 2990 Rice Street. I
believe they have approached the city with a PUD plan for the site. Now I need to get them to
fix their storage problem on So. Owasso...(that has been a lower priority.)
2
