The City had previously discussed the status of the existing buildings on the <br />Knox site with the applicant. It has been the City's intent to seek the removal of <br />the canopy structures from the southeast quadrant of the property, and screen <br />any allowable outdoor storage with landscaping and fencing where appropriate. <br />The screening shown conceptually in the plan will need to be reviewed closely at <br />the time of the Development Stage proposal. It is assumed that the future <br />building will not be in place to provide and screening of the storage areas for <br />some time, and the City will need to rely on the landscaping and fencing to <br />create an effective visual buffer. Commonly, a double row of evergreen trees is <br />recommended to create a complete screen, and the City may wish to consider <br />larger plant material than the typical 6 foot trees required as a minimum planting <br />size. <br />A specific recommendation may be made for the concept review if the Planning <br />Commission believes that the plan can proceed to Development Stage PUD. Planning <br />staff would recommend the following conditions be added to any approval: <br />a The City consider the designation of the south portion of the site as I -P, <br />Industrial Park, rather than 1 -1, Light Industrial to limit the extent of outdoor <br />storage on the site. <br />The applicant move the division line between the industrial and B -W zoning <br />district farther south. Planning staff would recommend an additional 200 feet to <br />accommodate more parking and truck circulation for the northern "future <br />building" parcel. <br />c.
