MINUTES <br />CITY COUNCIL <br />JULY 9, 2002 <br />Fahey stated that all the details will need to be pulled together in a <br />development agreement, and it was his hope that this could be clone by the <br />end of August. Fahey suggested that no action be taken on the outdoor <br />storage issue at this point until the Council can review the concept plan at <br />their July 2.4th meeting_ lithe concept is acceptable, work can begin on <br />the development agreement. <br />Johnson indicated that he has tried to put together a concept plan that will <br />meet both the City's goals and his coals. However, there has been some <br />question at a staff level about what is acceptable and what is not. <br />Fahey indicated that he understands that Johnson's business requires <br />outdoor storage. He also understands that there are poor soils at the back <br />of the property that make that portion of the property more reasonably <br />used For outdoor storage. Fahey pointed out that the concept discussed <br />was an interim outdoor storage use at the back of the site dependent on the <br />redevelopment of the front of the site to maximize its potential. The <br />development agreement would address this allowing outdoor storage on <br />the back provided that Johnson redevelops the front of the property. <br />The City Administrator indicated that staff has interpreted the Council's <br />direction to be that 1110 front use of the property should be maximized, the <br />three -sided storage structure should be removed along with some of the <br />other incidental structures, and the back property line for the two front <br />parcels should be pushed back. The Administrator indicated that the <br />location of this back property line for the front two lots has been an item <br />of contention with Johnson. <br />Fahey again suggested that the matter be tabled for two weeks pending <br />concept review pending before the Planning Commission on July 1 I'' and <br />the City Council on July 2e'F' <br />Scalze noted Johnson's comments that the buildings on the property are <br />Pull of materials. Scalze felt this indicated that the business is too big for <br />this particular property. <br />Fahey indicated that i'.1ohnson's proposal is approved, some of these <br />materials will be removed from inside the buildings and stored outside on <br />the back of the property. <br />Montour asked what has changed since the Council had this discussion <br />with Johnson in April. Montour suggested that storage in the three -sided <br />building be allowed, and the other outdoor storage removed. <br />6 <br />
