MINUTES <br />PLANNING COMMISSION <br />JUNE 13, 2002 <br />to PUD. Kloskin felt that the location of the property would warrant the <br />rezoning and allowing outdoor storage. He noted that the property is <br />tucked back against the freeway and there would be limited visibility of <br />the storage area. <br />Knudsen asked the size of the boats to be stored and the approximate <br />number. Kloskin replied that boats are typically 8 feet by 20 feet and he <br />estimated storing between 50 and 100 boats on the premises. <br />Keis pointed out that the City just amended the B -W District as it was the <br />feeling of the Commission and the Council that it did not want to see <br />outdoor storage in the B -W District. Keis stated that he is not convinced <br />the rezoning being requested is the right thing to do and noted that it <br />moved the City back to outdoor storage. Keis felt the boat storage area <br />would be visible from the freeway as well as from Country Drive. <br />Kloskin indicated that he would berm and landscape around the outdoor <br />storage area to screen the area from view. <br />Barraclough asked about visibility from the railroad tracks. Kloskin <br />indicated that there were trees in this area and indicated that he could add <br />more. However, he did not think the storage area would be visible from <br />the railroad side of the property. Kloskin noted the City Garage property <br />on Country Drive and commented that this property is not very attractive. <br />Keis questioned why the City would reverse the position it just took in <br />eliminating outdoor storage from the B -W Zoning District. <br />Barraclough asked if the rezoning to PUD would be a spot zoning. <br />The City Planner indicated that it would be a spot zoning in a sense. The <br />other option to accomplish what Mr. Kloskin is asking for would be to add <br />outdoor storage back into the B -W District. <br />Barraclough asked what control the City would have with the PUD Zoning <br />should Kloskin sell the property to someone else with an outdoor storage <br />use. The Planner indicated that the City has a great deal of control under <br />the PUD Zoning noting that a new user would have to obtain City <br />approval. <br />Kloskin felt that his business was needed in the area noting that people <br />have to travel out of the Metro area to have their boats stored. Knudsen <br />agreed that there was a need for the business, but pointed out that the issue <br />is storage on this particular property. Knudsen pointed out that the City <br />has worked hard to try to address outdoor storage issues. <br />
