Pvi.IN UTES
PLANNING COM:YIISSION
JUNE 13, 2002
AMENDING
ZONING CODE —
ADDING
DEFINITIONS
FOR OFFICE-
Vlr. Johnson, owner of the property, pointed out that the building butts up
against 694 and is not visible from the freeway. This is one of the reasons
the City allowed a rooftop sign on this building. Johnson indicated that if
outdoor storage is allowed, they would screen the area for both security
reasons as well as aesthetic reasons.
Keis pointed out that the retail and repair function of the business is not an
issue, it is the outdoor storage that is. The City Planner pointed out that
the storage function is permitted if it occurs inside the building.
Mark Wiesman, Boaters Outlet, again noted the location of the property
abutting the freeway and the fact that the property is tucked into the area
and not very visible. The outdoor storage area would be screened.
Wiesman reported that it is getting more and more difficult to operate a
small, family business that involved outdoor storage in the metro area.
Keis stated that he wanted to go on record as opposing the rezoning. He
noted that the City has worked hard to get outdoor storage out of the area.
Keis felt there was nothing unique to the property that would justify
rezoning it to allow outdoor storage.
Barraclough recommended approval of the rezoning of 3 180 County Drive
from Business- Warehouse to Planned Unit Development based on the
physical aspects of the property, its location adjacent to 694, and
providing that the outdoor storage use is screened from both County Drive
and the railroad tracks with a 4 -boot berm, as well as wood or masonry
fencing, and 6 -foot ever green trees subject to review and approval of the
City Planner, and subject to a maximum number of 75 boats and /or
pontoons to be stored on the property.
Nlotion seconded by Gatzke.
Motion failed 2 to 4. Barraclough and Gatzke voted in favor.
Keis, Knudsen, Wojcik, and Roycraft voted against.
Knudsen indicated that while he likes the business, the by- product of the
business is outdoor storage, therefore, he could not support the rezoning.
The City Planner presented an ordinance amendment which add the
definitions of office-warehouse and office- showroom to the Zoning Code.
Keis recommended approval ofan Ordinance amending Section 902.A.
of the Little Canada City Code, known as the Zoning Ordinance, by
8
