Hanson <br />Staff has conducted a review of Poolside's use of Jackson Street for truck entrance. Here are some <br />pertinent pieces of information for your consideration: <br />• Poolside contends the site plan was reviewed and approved by the City back in 1984 <br />that indicated an access on to Jackson Street. Usage has been occurring since that <br />date. They should be allowed to continue to do so. <br />• Jackson Street was designated as a 3 -ton road back in the 80's during the discussion of <br />Poolside's expansion. (See Minutes from 1984 & 1987 attached) <br />• The current road section appears to have been constructed in 1971 as part of the <br />installation of water and sanitary sewer to this area. <br />• While the pavement shows signs of age, there does not appear to be any appreciable <br />damage to the road that would have been caused by truck traffic. The current road <br />seems to be serving the existing traffic uses to an acceptable level. <br />• Lee Elfering reviewed the existing section of roadway that was verified by Greg <br />Schroeder at the manhole that was penetrated by the electric service. The section <br />consists of 4" bituminous, 4" of Class V, and at least 12" of sand (the sand may be <br />deeper as it could be the native material at this site.) It should be noted that the <br />section make -up at this location might not exist throughout the entire roadway. Based <br />on this information, the City Engineer informed me that this section would yield a <br />7 -ton design. <br />• Staff evaluated possible options for truck traffic /access to the Poolside site. They are: <br />1) Extend Jackson to County Road C and improve to current design standards. <br />(Issues with this option are costs, grade differential, increased traffic in <br />neighborhood using this route as a connection between C and LC Road.) <br />2) Create another access point to County Road C within Poolside's property <br />using parking lane on west side of building as alignment. This would create a <br />"U" around the building. (Issues with this option are costs, grade differential, <br />and conflicts with turning movements onto County Road C associated with <br />larger vehicles.) <br />
