3) Improve existing Jackson Street to commercial (9 -ton) standards. This <br />improvement is likely to happen in the near future given the age of the road. <br />(One issue with this option is the need to acquire 20 feet of additional right - <br />of -way to attain the 50 -foot minimum we typically require. We own 104 LC <br />Road and Poolside has indicated they would cooperate in dedicating right -of <br />way. Therefore, we only need to deal with one additional property owner for <br />a distance of 75 lineal feet to accomplish this option. Another issue is how to <br />handle the road beyond Poolside's access point; i.e. additional right of way <br />from them would impact their site plan. Also, the need to widen the road just <br />to serve the last two homes probably doesn't make much sense. To address <br />this issue, I would recommend we only widen the road to the south side of <br />Poolside's Jackson access and maintain a limited width to serve the last two <br />residences.) <br />• Poolside is not interested in Options 1 or 2 due to cost factors. <br />• Poolside has indicated they will abide by our posting limitations. They feel they <br />can work with these given most of their early season shipping will occur before <br />road limits are posted. They may have some problems in the later part of April, <br />but will attempt to comply with the limitations. I also explained we have <br />increased our enforcement of weight violations through the Ramsey County <br />Sheriff's Department. <br />• This area is zoned commercially with two commercial uses already present that <br />seem to need Jackson Street to serve their buildings. <br />Staffs recommendation is as follows: <br />1. Change the designation of Jackson Street south of LC Road from 3 -ton to 5- <br />ton. (We do not advocate a 7 -ton posting as concrete curb and gutter does not <br />protect the edges of the roadway and some break -up in this area is already <br />evident.) <br />2. Post the road to the Council approved designation and actively enforce this <br />limitation during the.road posting season. <br />3. Initiate a neighborhood meeting this fall to discuss improvement to Jackson <br />Street in our 2003 improvement cycle. <br />4.
