Hanson <br />MEMORANDUM <br />TO: Mayor Fahey & Members of the City Council <br />FROM: Greg Schroeder, Public Works Director <br />DATE: July 19, 2002 <br />12E: Poolside Addition <br />I have reviewed the proposed addition to Poolside and concur with the City Engineers comments <br />stated in his July 8, 2002 letter. <br />I have one additional concern that I believe needs to be addressed prior to approval of this <br />project. Water in Round Lake flows from the east edge of Round Lal<e via a 24 -inch concrete <br />pipe to a Jackson Street manhole where it turns and flows north. The Jackson Street manhole is <br />located in the street right -of -way between an Excel Energy power pole and the Poolside <br />property. Back in 1986 an electrical power service for Poolside was installed by boring the <br />electrical lines underground from Jackson Street to the Poolside Building. When they did this, <br />they bored the electrical service lines through this manhole thus blocking our access in this <br />manhole and preventing BS from removing debris that is building up in the bottom of this <br />manhole. <br />1 have been working with both Poolside and Excel Energy to determine who installed this <br />electrical service. Excel Energy has informed me that since they are not charging an <br />underground bury fee on the electrical bill for Poolside, they do not believe that they installed the <br />service. They believe that a private electrical company installed the Poolside service. I have <br />contacted Poolside on this and they are unable to validate who installed the electrical service. <br />Since the electrical service provides electrical power to the Poolside property I believe it is the <br />responsibility of Poolside to relocate the electrical service lines from our city manhole. <br />Therefore, based on the above, I request that any approval of the Poolside project be subject <br />to their relocation of the electrical service lines from our Jackson Street manhole . <br />FI:A(re:SVlackson Street manhole lot Round Lake. doe <br />
