It has been our <br />practice to buy and sell a very small number of repairable vehicles throughout the <br />course of the year. We repair these vehicles and resell them to our customers, usually <br />on a consignment basis, one or two at a time. This practice helps maintain a steady <br />work flow and income through those periods of time when our company experiences <br />natural declines in business. <br />Under our current status, we are required to pay title transfer fees and property taxes <br />on each of these vehicles twice. in addition, the State Department of Transportation <br />delays processing of the titles for months at a time, making it difficult for us to transfer <br />ownership of the vehicles to our customers and causing undue hardship -in delivering <br />the finished vehicles to our customers within a reasonable time frame. A conditional <br />use automobile dealer's license would eliminate the title transfer problems and make it <br />much easier for us to turn the vehicles over to their intended buyers. <br />Your consideration in granting our application in this matter would be greatly <br />appreciated. <br />Sincerely, <br />Rick Hallenkamp <br />
