MINUTES <br />PLANNING COMMISSION <br />AUGUST S, 2002 <br />asked the State's intent in requiring retail display spots in conjunction with <br />a retail sales license, <br />The City Planner replied that he does not know why the State requires <br />display spots in conjunction with a retail sales office. The Planner pointed <br />out that while the City has no issue with the office space, it does have <br />issue with the display spots. <br />Knudsen asked if this request is approved with the indication from Seibel <br />that there will be no display of vehicles, does it weaken the City's position <br />in the fiture, The Planner did not believe the City would be at risk other <br />than from an enforcement standpoint given the language in the text <br />amendment as proposed. <br />Knudsen stated that he was inclined to support the request provided there <br />is no outdoor display of vehicles. <br />Keis asked what would happen if the request is not approved. Seibel <br />replied that that part of the business would go away or he would have to <br />find office space in proximity to the two outdoor display lots that they <br />have, one of which is in Elk River and the other in Hampton. <br />Knudsen asked what happens if Allegiance displays vehicles at the <br />Country Drive location. The Planner indicated that Allegiance would be <br />in violation of their Conditional Use Permit. <br />There was no one present in the audience wishing to comment on this <br />matter. <br />Duray asked if Seibel planned to store any vehicles at the Country Drive <br />location. Seibel replied that he did not. <br />Knudsen recommended approval of the Text Amendment which creates a <br />fifth Auto Retail Sales License as proposed by the City Planner including <br />Item 10 outlined in the Planner's report. <br />Motion seconded by Gatzke. <br />Motion carried 6 — 0. <br />Knudsen recommended approval of a Conditional Use Permit for <br />Allegiance Financial Group fora Auto Retail Sales License at 2925 <br />Country Drive subject to compliance with the City's Ordinances and with <br />the understanding that there will be no display of for -sale vehicles or <br />
