MINUTES
PLANNING COMMISSION
AUGUST S, 2002
asked the State's intent in requiring retail display spots in conjunction with
a retail sales license,
The City Planner replied that he does not know why the State requires
display spots in conjunction with a retail sales office. The Planner pointed
out that while the City has no issue with the office space, it does have
issue with the display spots.
Knudsen asked if this request is approved with the indication from Seibel
that there will be no display of vehicles, does it weaken the City's position
in the fiture, The Planner did not believe the City would be at risk other
than from an enforcement standpoint given the language in the text
amendment as proposed.
Knudsen stated that he was inclined to support the request provided there
is no outdoor display of vehicles.
Keis asked what would happen if the request is not approved. Seibel
replied that that part of the business would go away or he would have to
find office space in proximity to the two outdoor display lots that they
have, one of which is in Elk River and the other in Hampton.
Knudsen asked what happens if Allegiance displays vehicles at the
Country Drive location. The Planner indicated that Allegiance would be
in violation of their Conditional Use Permit.
There was no one present in the audience wishing to comment on this
matter.
Duray asked if Seibel planned to store any vehicles at the Country Drive
location. Seibel replied that he did not.
Knudsen recommended approval of the Text Amendment which creates a
fifth Auto Retail Sales License as proposed by the City Planner including
Item 10 outlined in the Planner's report.
Motion seconded by Gatzke.
Motion carried 6 — 0.
Knudsen recommended approval of a Conditional Use Permit for
Allegiance Financial Group fora Auto Retail Sales License at 2925
Country Drive subject to compliance with the City's Ordinances and with
the understanding that there will be no display of for -sale vehicles or
