MINUTES <br />PLANNING COMMISSION <br />AUGUST 8, 2002 <br />PRELIMINARY <br />PLAT — <br />THE PRESERVE <br />equipment at this location as has been presented by and agreed to by Mr. <br />John Seibel. <br />Motion seconded by Barraclough. <br />Motion carried 6 — 0. <br />Mr. Kevin Von Reidel, Dayspring Development, appeared before the <br />Commission to present the Preliminary Plat of The Preserve for the <br />Palma') property located east of McMenerny Road and north of Viking <br />Drive. Von Reidel noted that the preliminary plat consists of 17 single - <br />family lots and is consistent with the R- I zoning of the property. There <br />are no variances being requested. Von Reidel reported that they have <br />redesigned some factors with regard to the plat in response to the reviews <br />done by the City Planner and the City Engineer. Those redesign elements <br />will be presented this evening. Von Reidel noted that the plat includes <br />two storm water holding ponds that have been designed for a 100 -year <br />event. The placement of these ponds have been reviewed and approved by <br />the Watershed District. <br />Von Reidel indicated that they have located as much of the Williams <br />Pipeline easement on the preliminary plat as was possible at this point. He <br />noted that there is no pavement or filling proposed over the pipelines other <br />than at the location of the road connection (Preserve Trail) to Viking <br />Drive. Von Reidel noted that the closest point the pavement for Preserve <br />Court is from the pipeline is 15 Peet. Von Reidel indicated that it is their <br />understanding that Williams Pipeline will review the proposed <br />development and will indicate what can be done and what cannot. <br />Duray asked if any of the development was within the easement. <br />Jeff McDonald, representing the developer, described the specifics of the <br />easement as shown on the plat, as well as noted that there is a blanket <br />easement for Williams Pipeline that runs through the area. McDonald <br />explained that Williams Pipeline will review the development proposal <br />and will provide specifics as far as what can and cannot be done. <br />McDonald noted that there are three pipelines running through this area <br />One is a 12 -inch line and two are 6 -inch lines. Only the 12 -inch line is <br />active. While Williams knows the location of the 12 -inch line, there are <br />certain areas where they are uncertain as to its depth. Any construction in <br />these areas will have to be hand -dug and the pipe physically located. With <br />regard to the two 6 -inch inactive pipes, McDonald noted that Williams has <br />the specific location for about 50% of those two pipes. <br />
