MINUTES <br />CITY COUNCIL <br />JANUARY 30, 2008 <br />64 decibels, which is a significant reduction. MN DOT indicated that an 8 <br />decibel reduction translated to an 80% reduction in noise energy. They <br />also indicated that a 5 decibel reduction is the qualifying point for a noise <br />wall. <br />Zinner indicated that this is a qualify of life issue for the residents of <br />Quebec. He noted that the wall directly across the freeway had been 620 <br />feet in length prior to the Unweave the Weave project. Therefore, he felt <br />that the 535 foot length was not an issue. With regard to whether or not <br />the wall is aesthetically pleasing, Zinner pointed out that the wall is a <br />necessary evil. He stated that the City Council supported the construction <br />of noise wall in other areas of the City along the freeway, specifically <br />pointing out the noise wall adjacent to Grand Pre Apartments. Zinner <br />stated that in fairness to his tenants the same type of environmental <br />protection should be afforded to them and a noise wall constructed. <br />It was the consensus of the Council that the City Administrator should <br />initiate discussions with MN DOT relative to the reinstatement of the <br />Quebec noise wall section as well as MN DOT's payment for this section <br />of wall. Zinner stated that he would like to see a more pro-active <br />approach. Blesener felt that the process should begin with the City <br />Administrator's meeting to discuss the issues with MN DOT. <br />Zinner pointed out that he attend the MN DOT open house when the <br />Unweave the Weave project was proposed and was informed at that time <br />that there would be a noise wall in front of Quebec. Zinner indicated that <br />the was not privy to subsequent discussions when the noise wall was <br />deleted from the project. Zinner felt that there was no factual foundation <br />for deletion of this section of noise wall, and noted that the Environmental <br />Assessment was available to the City and should have been reviewed. <br />Zinner stated that he would appreciate whatever help the City could give <br />him in this matter. <br />Keis asked about the potential redevelopment of the Quebec Apartments. <br />Zinner reported that they continue to upgrade the property, and pointed out <br />that useful life depends on how well a property is cared for. Zinner stated <br />that they are not interested in redeveloping the site. He reported that he <br />had been contacted by one individual inquiring about purchasing the <br />property for redevelopment. However, the fact that there is a 41-unit <br />apartment building on the property makes redevelopment economically <br />infeasible. <br />The City Administrator reported that he would contact MN DOT and <br />begin discussions on the issue. He noted that Mr. Zinner will be kept <br />informed of the process. <br />
