Currently, residents must <br />seek shelter in a nearby church. The City recently adopted an amendment to the zoning <br />ordinance that would allow non - conforming manufactured home parks to add such <br />shelters, despite the ordinance's general prohibition against the expansion of non- <br />conforming uses. The shelter is allowed by special permit which is designed to follow the <br />procedural requirements of a conditional use permit. <br />Conditions attached to the granting of these shelters are as follows: <br />1. Shelter should be of a size accommodating the estimated population of the park. <br />2. Shelter should be set back 10 feet from lot lines. <br />3. Shelter must meet any standards of the State Department of Health, the department <br />that regulates manufactured home parks. <br />4. Shelter must not be used for storage. <br />5. Shelter must be properly screened, meeting the standards of Zoning Ordinance <br />903.020, Subd. G. General Building and Performance Requirements. <br />The proposed shelter is 1200 square feet. The inside dimensions are12 feet x 7 feet x 100 <br />long. These dimensions will provide enough space for 300 people at 4 square feet per <br />person. There are 213 units in the park as well as an office. The applicant should provide <br />information on the population of the park to be used by the building official in determining <br />adequacy of the shelter to accommodate the park's needs. The shelter's proposed <br />location is in the center of the park, near the office and playground. All set backs appear <br />to be met. <br />3 <br />
