certain portion of the shopping center, a change to a hardware retailer would require <br />City Council approval. In the current request, Snyder's will be vacating a significant <br />portion of the shopping center. If a new drug store intends to occupy that space, it <br />could do so without further City review. Other types of business uses would need to <br />show that they contribute to the goals stated in the redevelopment plans to get a PUD <br />permit. <br />Parking. As a result, <br />minimum off - street parking supply requirements for the shared parking arrangement <br />have been met. <br />While an adequate off - street parking supply has been provided, specific handicap stalls <br />should be identified. According to the State Council on Disability, 11 spaces within a <br />parking supply of 553 spaces must be devoted to use by the handicapped. Such <br />spaces should be identified on the site plan. <br />All proposed parking stalls and drive aisles have been found to meet the minimum <br />dimensional requirements of the Ordinance. <br />Lighting. The site plan does not illustrate exterior lighting locations. As a condition of <br />PUD permit approval, the source of lights should be hooded and controlled so as not to <br />illuminate adjacent rights -of -way. <br />Landscaping. The submitted landscape plan illustrates a variety of trees on site, <br />including deciduous overstory trees along Rice and Market Streets. <br />While the proposed landscape plan is considered well conceived, it is recommended <br />that landscape islands be provided within the drug store's parking lot to visually break <br />up the expanse of impervious surface area. <br />-7 <br />
