Architectural Review <br />Building Placement. The Rice Street/Little Canada Road Architectural Guidelines <br />encourage the placement of buildings directly along principal streets (i.e. Rice Street). <br />While building is provided a setback of 60 feet along Rice Street, the City has informed <br />the applicant such setback is acceptable. <br />Building Height. The PUD zoning district does not establish a maximum height <br />requirement. The drug store measures 22 feet in height and conforms with the three <br />story/36 foot height requirement imposed in the B -3 District which is considered an <br />appropriate guideline. <br />Building Materials. The building is to be finished in a combination of rock face block <br />(at the base of the building), brick and EFTS. Specific building color has not been <br />indicated. <br />According to the Architectural Guidelines, durable finish materials such as brick, stone <br />and terra cotta should be used. Thus, the proposed building is consistent with such <br />guidelines. <br />Building Elevations. While the proposed drug store has been found to meet City <br />building material requirements, some concerns exist regarding the appearance of the <br />building. While the "arched" parapets and fagade features establish a unique design, <br />they appear somewhat out of context and do not pick up upon architectural forms in the <br />in the area. In this regard, it is suggested that the "arched" parapets be replaced with a <br />more standard gable element, perhaps similar to that found on the shopping center. <br />Some visual concern also exists in regard to the "arched" elements provided on the <br />north, south and west facades of the building. As an alternative to the facade applied <br />"arches ", consideration should be given to providing mock horizontal ribbon windows or <br />feature of similar configuration in their place. While not "functioning" windows, it is <br />believed they would carry on a previously established design theme and provide a <br />greater connection (or invitation) to persons viewing the building from the exterior than <br />would a facade finished in EIFS. <br />RECOMMENDATION <br />Based on the findings contained in this report and subject to the conditions listed below, <br />our office recommends the following: <br />A. Approval of a subdivision to allow the division of Market Place Retail Center <br />parcel into 8.4 and 2.1 acre parcels subject to the following conditions: <br />1.
