MAY -1? -2002 13:20 <br />NAC 612 595 9837 P.03/93 <br />The total available land for adult businesses in this analysis would be approximately 140 acres <br />(about 10.8% of the City's non - freeway land area). There are five primary areas that would be <br />potential areas for these uses: <br />1. An area along Rice Street, zoned either B -3 or PUD, generally north of the US Bank <br />property to 1-694. This area includes the 3020 Estates, a manufactured home park <br />that is zoned B -3. Because the ordinance excludes only "residentially zoned <br />property", the 3020 Estates property would be an eligible adult business location. <br />2. An area along Rice Street, generally between County Road C to Dement Avenue <br />zoned B -3 and B-4. <br />3. An area along Rice Street in the southwest corner of the City, south of Minnesota <br />Street, currently occupied by McDonalds and a gas /convenience store, zoned B -3. <br />4, An area at the southwest quadrant of Highway 36 and 1-35E, primarily occupied by <br />the St. Jude "Carbon" facility (zoned PUD). <br />5, An area generally following the limits of Ryan Industrial Park (also zoned PUD). <br />This area includes land that would be excluded due to proximity to the Northstar <br />Estates manufactured home park, except that the park is zoned 1 -1. <br />As a result, although some of the City's commercially zoned land has been (or is programmed <br />to be) consumed by recent senior housing projects, a substantial amount of other land has <br />been zoned from industrial to a PUD category. While it could be possible to increase the <br />separation standard from the current 500 feet and still be over the 5% rule, it may be difficult to <br />justify based on the "secondary effects" of potential sexually oriented businesses. Except for <br />the Ryan Industrial Park area, it seems unlikely that any of the potential areas would impact <br />public or residential areas if the distance were increased. However, this option could be <br />studied further if the City wishes to consider it. <br />TOTAL P.03 <br />2 <br />
