MINUTES <br />PLANNING COMMISSION <br />JUNE 13, 2002 <br />WAREHOUSE <br />AND OFFICE - <br />SHOWROOM <br />CUP TO <br />EXPAND NON - <br />CONFORMING <br />STRUCTURE — <br />355 LITTLE <br />CANADA ROAD — <br />YOUNGS/FULLER <br />TIF PLAN <br />MODIFICATION <br />providing for definitions of terms office- warehouse and office- showroom. <br />Motion seconded by Knudsen. <br />Motion carried 6 -- 0. <br />The Commission reviewed the application for Conditional Use Permit <br />to expand the non - conforming house located at 355 Little Canada Road <br />as requested by Iry Youngs and Linda Fuller. The City Planner pointed <br />out his recommendation that expansion of this structure should not <br />interfere with access to the garage. It was noted that the site plan does <br />not show the location of the driveway on the property. <br />Roycraft, Knudsen, and Wojcik were concerned with acting on this <br />application without the property owner being present. <br />Barraclough recommended approval of the Conditional Use Permit <br />allowing expansion ofa non - conforming structure at 355 Little Canada <br />Road subject to compliance with the recommendations of the City <br />Planner, and subject to there being appropriate driveway access to the <br />garage. <br />Motion seconded by Keis. <br />Motion carried 3 in favor, 2 against, I abstained. Roycraft and Knudsen <br />voted against, while Wojcik abstained. <br />The City Administrator appeared before the Commission recommending <br />approval ofa Tax Increment Financing Plan modification relative to the <br />Garden Terrace senior housing expansion project as well as the Rice <br />Street /Little Canada Road redevelopment area. The Administrator <br />indicated that the TIF Plan modification provides for more flexibility as a <br />portion of TIF District 3 -2 will be changed to a housing district. Tax <br />increment can be collected for a longer period of time as part ofa housing <br />district. <br />Knudsen recommended approval of the resolution of the City of Little <br />Canada Planning Commission finding that the modification to the <br />Redevelopment Plan for Redevelopment Project Area No. I, the <br />modification to the Tax Increment Financing Plan for Tax Increment <br />Financing District No. 3 -2, and the Tax Increment Financing Plan for Tax <br />9 <br />
