22474 6674-lack
515 Little Canada Road, Little Canada, MN 55117-1600
(651) 766 -4029 / FAX: (651) 766 -4048
www.eLlittle-eanada.mn.us
MEMORANDUM
TO: Mayor Fahey & Members of the City Council
FROM: Greg Schroeder, Public Works Director
DATE: July 2, 2002
RE: No Parking on Payne Avenue
MAYOR
Michael I. Fahey
COUNCIL,
Beverly Sealze
Jim LaValle
Matt Anderson
Rick Montour
ADMINISTRATOR
Joel R. Hanson
Some of the residents who live on Payne Avenue have express concern on the narrowness of
Payne Avenue as you turn onto it from LaBore Road. Payne Avenue is only 24 feet wide at this
location as compared to 30 feet wide further north. Apparently, some vehicles are parking on the
street in this location and the narrowness of the road makes this a potential safety concern. This
situation is also being complicated by the construction activity for a new house that is taking
place there.
I have field inspected this site and agree that this section of street is very narrow. If a vehicle is
parked in this section of the street, traffic must pass through a restricted width of only 15 to 16
feet. That only allows about 8 feet per vehicle, which is very tight especially for safety vehicles.
We need to provide minimum street widths to enable safe traffic flow and safety vehicle access
within the city. Therefore, 1 recommend that the City Council establish a no parking area
along both sides Payne Avenue starting at LaBore Road and going north approximately
250 feet to the point where the street widens out to 28 feet.
