MINUTES OF THE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />FEBRUARY 20, 2008 <br />Pursuant to due call and notice thereof a special meeting of the City <br />Council of Little Canada, Minnesota was convened on the 20th day of <br />February, 2008 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 6:30 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor Mr. Bill Blesener <br />Council Member Ms. Barb Allan <br />Council Member Mr. John Keis <br />Council Member Mr. Michael McGraw <br />Council Member Mr. Rick Montour <br />ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br />City Engineer Mr. Lee Elfering <br />IMP. NO. Mayor Blesener opened the Public Hearing to consider the <br />2008-06 - improvement of Beam Avenue by reconstructed road surface, concrete <br />BEAM curb and gutter, water main, and drainage enhancements. <br />AVENUE <br />The City Engineer presented a detailed report relative to this proposed <br />improvement. That report outlined The project history relative to street <br />condition and utilities. It was noted that there is no water main along the <br />roadway. Sanitary sewer extends the length of the road. Storm drainage <br />is conveyed via a ditch in a rural section sheet. <br />The Engineer then reviewed the proposed improvements as outlined in his <br />report, noting that these improvements include the reconstruction of Beam <br />Avenue with the larger Kohlman Lane Area Project being completed by <br />the City of Maplewood. Beam Avenue is proposed as a 30-foot urban <br />section street with a 32-foot radius cul-de-sac. Concrete curb and gutter as <br />well as concrete driveway aprons would be installed. Beam Avenue <br />would drain by gravity to the east and into the existing ditch. Rainwater <br />gardens and ditch improvements are being considered. Water main would <br />also be installed along with services to all properties. Sanitary sewer <br />would be re-laid and a stub line would extend out of Beam <br />Avenue/Kohlman Lane intersection to provide for future extension to the <br />north without further street disturbance. <br />
