MINUTES <br />CITY COUNCIL <br />FEBRUARY 20, 2008 <br />The City Engineer noted that Maplewood will be the lead agency for this <br />project. Little Canada staff will review plans and conduct inspections to <br />protect our interests. <br />The Engineer continued his report, reviewing the City's assessment policy <br />in detail. He noted that residential street reconshuction costs to property <br />owners are capped at $57.97 per fiā€¢ont foot. The City is proposing to <br />utilize a per lot assessment due to similar lot sizes and equivalent street <br />use by all affected properties. Water main improvements are assessed at <br />100% of the costs to the benefitted property owners at a cap of $6,302.00 <br />per lot. Based on cost estimates, however, the water main assessment is <br />estimated at $5,425.00 per lot. The City Engineer noted the proposed <br />assessment roll for the project with total assessments for street and water <br />main estimated at $11,104.42 per lot. <br />He then reviewed the proposed project schedule as well as construction <br />issues that are typical of any project. <br />The City Council asked that he look into the need for fabric installation in <br />the sub-grade preparation portion of this project. Montour asked about the <br />lack of storm sewer inlets. The City Engineer explained that the short <br />length of street allows fewer inlets while still providing for adequate storm <br />water drainage. The Engineer noted that Maplewood has approved its <br />portion of the project. <br />Jim Pogreba, 987 Beam Avenue, reported that there is a 20 foot drainage <br />easement at the end of Beam Avenue on the Maplewood side. This area <br />was filled and Mr. Pogreba indicated that he is the only one that has <br />cleaned the ditch/swale. Water backs up to the north. The City Engineer <br />indicated that he would look at including a sediment basin, and develop a <br />plan for on-going maintenance including posting the area as "no dumping" <br />of yard waste. <br />Mr. Pogreba noted that he was assessed for sanitary sewer in 1968 for two <br />lots but nothing was put in. Pogreba asked if his property could be <br />subdivided and, if so, could the sewer service be extended for the potential <br />lot. Pogreba also asked about the extension of a water service for this <br />second lot. <br />Pogreba asked about the stub from Kohlman. The City Administrator <br />explained the plan to extend sewer and water to the undeveloped property <br />to the north, including the possibility of serving the area behind the homes <br />on Beam Avenue. <br />There was no one else present wishing to comment on the proposed <br />improvement. <br />2 <br />
