Hanson <br />Back Ground: <br />This year we are proposing to perform both crack sealing and seal coating of selected city streets. <br />We have not performed crack sealing in Little Canada for a few years. This last winter was very <br />hard on our city streets. <br />In an effort to obtain the most work possible for the funds we have, we are combining our bid <br />process with the City of Vadnais Heights. We hope to get better prices due to the increased <br />quantities by combining both cities together. <br />Crack sealing is the cheapest, and most proactive means to help extend the life of a street <br />surface. By routing out an existing crack and filling it with sealant you prevent water from <br />getting under the paved surface where it can severely damage and shorten its' life. Seal coating <br />is the next cheapest tool to extend the life of a street surface. Seal coating helps seal some <br />cracks, but more importantly it provides a thin barrier to keep the bituminous emulsions from <br />drying up and causing early degradation of the street surface. In addition, seal coating provides a <br />thin rock wear surface that must be worn away first before the actual pavement surface can be <br />worn. <br />Scope: <br />The streets proposed to be crack sealed include all the streets to be seal coated as well as some <br />city parking lots. Additional streets will be added as quantities of sealant and budget permits. <br />The City of Vadnais Heights is coordinating the crack sealing and the City of Little Canada is <br />coordinating the seal coating. The seal coating proposals are not due until June 12, 2002, and <br />will be brought to the City of Little Canada City Council for approval as soon as we can. <br />Budget: <br />Two quotes were obtained for the 2002 crack sealing work to be performed.
