ce+ 2474 areae4er
515 Little Canada Road, Little Canada, MN 55117-1600
(651) 766 -4029 / FAX: (651) 766 -4048
www.c1.11tt1e- canada.mn.us
MEMORANDUM
TO: Mayor Fahey & Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: March 22, 2002
RE: Call for Workshop on Rice Street Crossings Project (Rice & 694 Interchange)
MAYOR
Michael 1. Fahey
COUNCIL
Beverly Scalze
Jim LaValle
Matt Anderson
Rick Montour
ADMINISTRATOR
Joel R. Hanson
Attached is the most recent development concept for the above referenced project. Key components of
this project include the following:
• Reconstruction of Rice Street Bridge over I -694
• Redevelopment of the County Garage Site
• Relocation of Vadnais Boulevard to line up with County Road E. (The drawing attached
depicts the alignment further north than what will actually occur)
• Potential inclusion of a "Loop Road" Bridge over 694 to enhance traffic flow through the
area that enhances development potential.
• Possible re- alignment of Country Drive and South Owasso Boulevard farther to the south
to provide for better geometrics at the intersection and to enhance development potential.
• Use of a traffic circle on south Owasso Boulevard.
• Mixed use development throughout the area.
This project continues to evolve as the various parties work through the myriad of issues. Given the
status of these discussions, the Technical Advisory Committee feels it would be useful to have workshops
with all of the City Councils to review the status of the projects and to obtain feedback as to current
concepts.
To that end, it is my recommendation we hold a joint workshop with the Planning Commission on
Wednesday, April 24th at 6:00 p.m. to review this project. Representative of Hoisington Koegler Group,
Inc. (Consulting Planners), Ramsey County Public Works, and Metro Transit will be present to discuss
their perspectives on the project.
Cc: Planning Commission
Michael Schroeder, HKGI
Jim Tolaas, Ramsey County Public Works
