Currently, residents <br />must seek shelter either in the basement of the office (where there is not enough room <br />for all residents), or off -site at City buildings. The City recently adopted an amendment <br />to the zoning ordinance that would allow non - conforming manufactured home parks to <br />add such shelters, despite the ordinance's general prohibition against the expansion of <br />non - conforming uses. The shelter is allowed by special permit which is designed to <br />follow the procedural requirements of a conditional use permit. <br />Conditions attached to the granting of these shelters are as follows: <br />1. Shelter should be of a size accommodating the estimated population of the park. <br />2. Shelter should be set back 10 feet from lot lines. <br />3. Shelter must meet any standards of the State Department of Health, the <br />department that regulates manufactured home parks. <br />4. Shelter must not be used for storage. <br />The proposed shelter is a series of concrete sections totaling 36 feet in length and 9 <br />feet in height and width. Total interior space would be approximately 260 square feet. <br />There are 74 residential units in the park. The applicant should provide information on <br />the population of the park to be used by the building official in determining the <br />adequacy of the shelter to accommodate the park's needs. The shelter's proposed <br />location is at the east side of the park property, 84 feet from the railroad as measured <br />by the applicant. All setbacks appear to be met. <br />
