The property is zoned I -P, Industrial Park. In this <br />zoning district, outdoor storage is allowed only by CUP, with a number of conditions. <br />Those conditions are as follows: <br />1. The storage area (including semi -truck parking) is no greater than 75% of the <br />building area or 25% of the lot area, whichever is less. <br />2. The area is fenced and screened from view of residential areas and the public <br />right of way. <br />3. The storage area is paved with asphalt or concrete. <br />4. Lighting is hooded and directed away from residential areas or public right of <br />way. <br />5. The outdoor storage does not occupy required parking space. <br />The applicant indicates in their materials that OTSI, the occupant of the building, will <br />use the storage area for heavy equipment, including tracked vehicles, that would <br />quickly tear up an asphalt surface. As a result, they seek a variance to the paving <br />requirement for the storage area. <br />The plan shows a storage area that would meet the required 40 foot setback from <br />Spruce Street, and would be 75% of the building in size. The area is surrounded by a <br />fence with access from Spruce and from a parking area north of the building. Fence <br />
