c+ 997%2 (4~117
515 Little Canada Road, Little Canada, MN 55117 -1600
(651) 766 -4029 / FAX: (651) 766 -4048
www.ci.little-canada.mn.us
MEMORANDUM
TO: Mayor Fahey and Members of the City Council
FROM: Joel R. Ranson, City Administrator
DATE: April 17, 2002
RE: 3250 Spruce Street — Orius Corporation
Application for CUP & Variance
MiU OR
Michael 1. Fahey
COUNCIL,
Beverly Scalze
Jim LaValle
Matt Anderson
Rick Montour
ADMINISTRATOR
Joel R. Hanson
As you will note from the discussion that occurred at the April Planning Commission meeting, it
appears Orius Corporation developed a site plan for outdoor storage that meets site maximums as
provided for in the I -P District. Based on the discussion that occurred at this meeting, my concern is
that the size of the outdoor storage area will be inadequate to meet Orius Corporation's actual needs.
While Orius indicated that they could locate equipment and materials to other sites. History would
indicate that if they have more equipment than can be reasonably stored on this site, we will have an
enforcement issue down the road. In my opinion, the only way to address this is to require Orius to
provide evidence of legal of'I -site storage areas.
There was also discussion by Orius that they made some assumptions at the time they were
purchasing the property relative to the property meeting their needs. Prior to this purchase, 1 spoke
with the realtor that was handling the sale and informed her that the property was zoned Industrial -
Park (I -P) and relayed the requirements of this zoning district including outdoor storage and paved
parking. It is also my understanding that the City Planner was contacted relative to the Variance
request, and indicated the unlikelihood of the variance being approved given the lack of a hardship.
Given the City's current study of the Knox property as well as the potential development of the
krattalone site at Spruce and Rice Streets, the Council may want to take these factors into
consideration in its analysis of this request.
cc: Orius Corporation
