MIN UTES <br />PLANNING COMMISSION <br />DECEMBER 13, 2001 <br />PUD CONCEPT <br />& ARCHITEC- <br />TURAL <br />REVIEW — <br />SNYDERS- <br />GROOTWASSINK <br />AND IIOTZLER <br />Duray reported that he is a property owner in the area, therefore, he wilt <br />abstain from voting on this matter. <br />Knudsen recommended approval of the Conditional Use Permit PUD as <br />well as Concept Stage and Development Stage PUD allowing construction <br />of fourteen office /condominium units on property abutting Rice Street and <br />Park Street proposed by Montanari Homes subject to compliance with the <br />recommendations of the City Planner, the City Engineer, and the <br />Watershed District, but further recommending that through the Watershed <br />the option of providing access via Rice Street be explored and if access via <br />Rice Street is not possible, then the City explore any possible <br />improvements to Park Street that would better support this development <br />and the neighborhood. <br />Motion seconded by Carson. <br />Motion carried 6 — 0. Duray abstained. <br />Messrs. Bob Grootwassink and Mark Hotzler appeared before the <br />Commission requesting concept approval and architectural review <br />of a 20,000 square foot retail building which will house a freestanding <br />Snyders Store with a drive - through pharmacy as well as several small <br />retail tenants. <br />Keis noted that the City Planner is recommending an alternative to the <br />Grootwassink /Hotzler proposal which is more in keeping with the City's <br />Redevelopment Guide. <br />Grootwassink reported that Snyders is not agreeable to the alternative put <br />together by the City Planner. Snyders wants two rows of parking adjacent <br />to their front door. Also, the Planner's version would block the site line <br />from Rice Street to the Market Place Shopping Center. Hotzler reported <br />that they are agreeable to coordinating landscaping of the site with the <br />streetscape on Little Canada Road. <br />Carson suggested that Snyders be placed to the west of the grocery in the <br />Market Place Shopping Center and a smaller building developed on the <br />former DeLonais property so as not to interfere with sight lines. <br />Knudsen expressed concern with the south side of the proposed retail <br />building and its stark appearance. <br />The City Planner indicated that the Redevelopment Guide directs <br />development with a more urban appearance, and the proposal submitted <br />
