It may be possible to arrange parallel parking spaces south of the existing building <br />along a one -way drive aisle. This would result in a total of eight spaces if the five <br />spaces in front of the storage building are included in the count. <br />The site plan does not detail, but all driving and parking surfaces are to be paved <br />according to the zoning ordinance, and surrounded by a perimeter concrete curb. The <br />applicant proposes to enclose the interior of the site with a chain link fence and sliding <br />gate. With regard to landscaping, the applicant's plans illustrate four overstory trees <br />along the north side of the proposed building expansion, and one evergreen tree. <br />Existing trees along the west boundary line with Edgerton Street would be maintained. <br />With regard to the building materials and design, the structure is shown to be a <br />combination of existing lap siding (with an option to convert to stucco), with stucco and <br />rock -face block on the new building. The building would have an asphalt shingled roof. <br />The B -1 zoning district suggests that buildings in this district should be designed to fit in <br />with the surrounding residential area in design and materials. The building would <br />appear to be consistent with that direction. <br />SUMMARY & RECOMMENDATION <br />The Buetow Bros. Stucco building appears to meet the intent of the zoning ordinance <br />regarding architecture and building materials. The Conditional Use Permit for outdoor <br />storage raises other site - related issues, however. The parking layout on the site plan <br />in non - functional. Four of the spaces south of the office area would be inaccessible, <br />and five others would raise circulation issues when the storage building is being used. <br />The site plan should be redesigned to provide eight parking spaces that do not <br />interfere with other circulation or access needs of the facility. <br />Planning staff would recommend the approval of the Conditional Use Permit only with <br />the condition that the site plan can be redrawn consistent with the comments in this <br />report, and the condition that all parking and circulation areas are paved and curbed in <br />accordance with the zoning ordinance regulations. <br />pc: Kathy Glanzer <br />Steve Westerhaus <br />Terry Maurer <br />Greg Schroeder <br />Buetow Bros.
