The City Planner <br />indicated that he would add some additional guarantee language to the <br />ordinance draft, but noted that this issue is also addressed in another <br />section of the Code. <br />SUBDIVISION The City Planner presented draft changes to the Subdivision Ordinance <br />ORDINANCE noting that he must modify the draft to include the recommendations of <br />legal counsel representing the City in the Richie Place litigation. <br />Blesener asked about the timing of the public hearings and adoption of <br />changes to both R-1 District and the Subdivision Code, and suggested that <br />some of the definition changes be adopted as well in light of pending <br />development of the Huot property. The Planner noted the need to <br />accelerate the adoption of changes to the Subdivision Ordinance, and <br />suggested that the others could be made at the time the City considers the <br />entire Zoning Code. <br />I-I ZONING The City Planner presented his proposed modifications for the I-I Zoning <br />DISTRICT District noting that there are a couple of unresolved issues. The first is <br />STANDARDS with the level of limitation on the number of Major Auto Repair Licenses <br />that the City wants to impose. The City Planner noted that he included a <br />limitation of eight licenses in the ordinance draft. <br />Keis suggested that rather than impose a limitation, that the market will <br />determine the number of viable licenses. <br />Blesener suggested that there should be a better distinction between Major <br />Auto Repair Licenses and Minor Auto Repair Licenses. He noted that <br />there are currently 18 Auto Repair Licenses in the City, not all of which <br />are located in the I-1 District. <br />The City Planner noted that one of the ordinance changes would allow <br />Minor Auto Repair in the I-1 District, noting that this use is currently not <br />allowed in I-l. <br />McGraw felt there should be three separate classes of licenses, Minor <br />Auto Repair (oil changes, tires, etc.), Major Auto Body Repair, and Major <br />Auto Engineer Repair. McGraw felt that most of the City's code <br />enforcement problems were generated from those businesses doing major <br />auto body work. The Planner indicated that these license distinctions <br />could be made. <br />Blesener noted that some businesses do both major auto body and major <br />engine work.
