MINUTES <br />CITY COUNCIL <br />FEBRUARY 27, 2008 <br />EXPRESS issuance of the building permit for the new addition, and allowing <br />IMAGE the use of a temporary trailer for office space during the construction <br />phase. <br />The City Planner indicated that the existing Express Image facility is <br />18,000 square feet, and the addition will add another 10,000 square feet of <br />space. In addition, parking will be improved on the west side of the <br />building and drainage improvements will be undertaken. The Planner <br />stated that the Planning Commission recommended approval of the PUD <br />Permit subject to the conditions outlined by the Mayor. The Planner also <br />noted that the applicant has submitted a revised landscape plan which adds <br />ornamental tree plantings and shrubs in front of the building. The Planner <br />indicated that this revised landscape plan complies with the landscaping <br />conditions outlined in his report. <br />Ryan Politz, R. J. Marco, reported that they met with Margolis Brothers to <br />improve the landscaping plan. He also noted that the property owner <br />accepts the condition of removal of the metal building at the north end of <br />the property, although his preference would be otherwise. Blesener noted <br />that the City has to take the opportunity to make these types of <br />improvements when it is presented. <br />Keis asked about the color of the building addition. Polite replied that the <br />color would be the same as the Joe's Sporting Goods building. There will <br />also be some banding on the exterior, and the concrete panels may have a <br />"raked" appearance. <br />The City Administrator thanked the property owner for his willingness to <br />work with the City and place the addition on the west side of his building. <br />He noted the potential redevelopment area to the north as well as pointed <br />out the option of serving this redevelopment area with a roadway coming <br />in off Rice Street just north of the Marketplace Shopping Center. The City <br />Administrator stated his hope that the property owner will continue to <br />work with the City in the future as the area redevelops. <br />McGraw asked if the driveway access between this property and the <br />Marketplace property would be closed off. Politz reported that the access <br />will be closed and will be replaced with a landscaped green area. <br />There was no one present from the general public wishing to comment on <br />this matter. <br />Upon motion by Keis, seconded by McGraw, the public hearing was <br />closed. <br />Mr. Keis introduced the following resolution and moved its adoption: <br />
