MINUTES CITY COUNCIL FEBRUARY 27, 2008 EXPRESS issuance of the building permit for the new addition, and allowing IMAGE the use of a temporary trailer for office space during the construction phase. The City Planner indicated that the existing Express Image facility is 18,000 square feet, and the addition will add another 10,000 square feet of space. In addition, parking will be improved on the west side of the building and drainage improvements will be undertaken. The Planner stated that the Planning Commission recommended approval of the PUD Permit subject to the conditions outlined by the Mayor. The Planner also noted that the applicant has submitted a revised landscape plan which adds ornamental tree plantings and shrubs in front of the building. The Planner indicated that this revised landscape plan complies with the landscaping conditions outlined in his report. Ryan Politz, R. J. Marco, reported that they met with Margolis Brothers to improve the landscaping plan. He also noted that the property owner accepts the condition of removal of the metal building at the north end of the property, although his preference would be otherwise. Blesener noted that the City has to take the opportunity to make these types of improvements when it is presented. Keis asked about the color of the building addition. Polite replied that the color would be the same as the Joe's Sporting Goods building. There will also be some banding on the exterior, and the concrete panels may have a "raked" appearance. The City Administrator thanked the property owner for his willingness to work with the City and place the addition on the west side of his building. He noted the potential redevelopment area to the north as well as pointed out the option of serving this redevelopment area with a roadway coming in off Rice Street just north of the Marketplace Shopping Center. The City Administrator stated his hope that the property owner will continue to work with the City in the future as the area redevelops. McGraw asked if the driveway access between this property and the Marketplace property would be closed off. Politz reported that the access will be closed and will be replaced with a landscaped green area. There was no one present from the general public wishing to comment on this matter. Upon motion by Keis, seconded by McGraw, the public hearing was closed. Mr. Keis introduced the following resolution and moved its adoption:
