MINUTES <br />CITY COUNCIL <br />FEBRUARY 27, 2008 <br />RESOL UTION NO. 2008-2-49 -APPROVING THE PUD PERMIT <br />ALLOWING A BUILDING EXPANSION FOR EXPRESS IMAGE, A <br />COMMERCIAL PRINTING ESTABLISHMENT LOCATED AT 2942 <br />RICE STREET, SUBJECT TO COMPLIANCE WITH THE <br />RECOMMENDATIONS OF THE CITY PLANNER, CITY <br />ENGINEER, AND THE PLANNING COMMISSION, INCLUDING <br />THE REMOVAL OF THE METAL BUILDING FROM THE <br />PROPERTY ONE YEAR FROM THE DATE OF ISSUANCE OF A <br />BUILDING PERMIT FOR THE ADDITION, AND ALLOWING A <br />TEMPORARY OFFICE TRAILER ON THE PROPERTY D URING <br />THE CONSTRUCTION PROCESS <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />DISPOSAL Mayor Blesener opened the public hearing to consider the renewal of a <br />SITE USE Disposal Site Use Permit for On-Site Sanitation allowing them to dump <br />PERMIT - the sewage collected from portable toilets into a sewer dumping station <br />ON-SITE at its Woodlyn location. On-Site's current permit expires on May 31, <br />SANITATION 2008. <br /> The Public Works Superintendent reviewed his February 6, 2008 report in <br /> detail outlining the history of permit issuance, past problems that the City <br /> has had with its sewer system in the area of On-Site Sanitation, as well as <br /> the fact that On-Site Sanitation is the only satellite toilet business that is <br /> not required to dump at Metropolitan Council designated dumpsites. <br />The Public Works Superintendent indicated that the amount of sewage <br />being dumped into the City's 12-inch line is more than that line can <br />handle. He noted that there are large deposits of grit and sediment <br />building up in the pipe which will require a great deal of maintenance <br />going forward. The Superintendent reported that the Met Council will be <br />closing all their dumpsites at interceptors and will be constructing a new <br />dumpsite at their Fridley plant. The sewer pipes at these sites can range in <br />sizes of up to 60 to 80 inches. Again, Little Canada has a 12-inch line. <br />Met Council is also experiencing problems with the build up of grit and <br />sediment in their larger sewer pipes, therefore, will be equipping the <br />Fridley plant to better deal with this problem. <br />The Public Works Superintendent also reported that On-Site Sanitation <br />has attempted to rectify past problems with the installation of a grate <br />system to catch large objects and keep them from going into the City's <br />sewer line. The Superintendent reported that debris builds up on the grate <br />
