May 6, 2002 <br />Williams Pipeline Company <br />Real Estate Services — Mid Continent Division <br />2728 Patton Road <br />St. Paul, MN 55113 <br />Attn: Mr. Don Jensen <br />Re: Palmen Overlook located in Little Canada (Viking Drive /McMenemy Street). <br />Request for Williams Pipeline to keep into effect the 47 -foot easement that runs <br />parallel to a narrow, 1500 ft. strip of land. The landowner wants to develop that narrow <br />1500 ft. strip by constructing and compacting a new road, installing new sewer /water lines, <br />a 4 -ft. retaining wall and approximately 15 new homes on land that is now land - locked along <br />with removing hundreds of old stand oaks hundreds of years old — all abutting prized #1 <br />category wetland. <br />Dear Mr. Jensen: <br />Because of the close proximity of existing homes along Viking Drive and a few on McMenemy <br />Street to this proposed construction along the 1500 foot strip, we, along with scores of neighbors, <br />feel any lessening of the pipeline easement — allowing the landowner to complete his plans to <br />develop — could severely place these folks and their homes in eminent danger should any disaster <br />occur along the pipeline. <br />We are writing to you because of our deep concern in regards to a developer, namely, Ronald E. <br />Palmen, and his attorney, George LeTendre, who are attempting to develop a narrow <br />"unbuildable" piece of land adjacent to the protected #1 wetland and your pipeline easement in <br />Little Canada. <br />In order to gain access to this natural habitat and disturb it by building numerous homes on it, <br />they will be forced to effect your pipeline easement by running their access road parallel to and <br />over your lines. <br />We are hoping you will be vigilant in recognizing the additional safety hazard that would result <br />because of the massive disturbance the developer would cause next to your easement. <br />PAGE 6 <br />
