April 30, 2002 <br />Mr. Don Jensen <br />Real Estate Services <br />Williams Pipeline <br />2728 Patton Road <br />St. Paul, Minnesota 55113 <br />Dear Mr. Jensen: <br />I want to thank you for the many times that you made yourself available to me regarding proposed <br />development on the Palmen parcel here in Little Canada. I have done a fair amount of research on <br />pipelines and pipeline disasters since our last encounter concentrating primarily on disasters involving <br />pipes that carry petroleum products such as ours. As a result, I have grave concerns over the proposed <br />development on this narrow parcel which is wedged between a Protected Wetland on the north and the <br />Williams Pipeline on the south. My concerns are as follows: <br />1. The fact that the pipeline is 45 years old and the 12 inch pipe, the #4 DesMoines to Minneapolis, runs <br />24 hours per day and carries petroleum products. <br />2. The proposed road paralleling that pipeline with sewer and water mains. The excavation alone could <br />cause a pipe rupture. <br />3. The compacting of the proposed road which would run right next to the pipeline without a doubt would <br />cause induced stresses to the three pipes in the ground. When Ramsey County compacted McMenemy St. <br />a couple of years ago our homes took a terrible jarring. 1 lost pieces of my china. I had to remove the <br />china from the china cabinet to save it. My dining room /living room walls cracked and had to be <br />replastered. <br />4. The fact that Williams is often the last to be consulted about development near their pipeline and that <br />developers often ignore the pipeline until they hit it. I have followed the pipeline here in Little Canada. <br />It is obvious that the land around the pipes is "clear cut' enabling Williams to observe the line from the <br />air for this very reason. <br />5. The fact that if anything happens to the pipeline, and depending on what happens, the homeowners <br />will not be going home for a day, a week, or a month. <br />The 75 foot lot on McMenemy St. which is the access to the proposed development has two easements <br />on it. The Board of Water Commissioners has a 6 foot easement and Williams has a 47 foot easement. <br />There are only 22 feet left on the lot after easements to put in a 60 foot road. During our last conversation <br />the owner /developer still had not contacted Williams regarding this problem but I suspect that someone <br />will eventually. <br />Our city does not have a pipeline ordinance in addition to the Williams easement.
