In an effort to be as proactive as we can to resolve this issue, we looked over this area very <br />closely to try to deteuuine what may be occurring. We looked at different options to relocate <br />Mr. Skarda's service thus preventing sewer water from backing up into Mr. Skarda's residence. <br />However, this was not resolving what was going on in our line. The second manhole (MH #14) <br />downstream of Mr. Skarda's service is an outside drop manhole as shown on the attached sketch. <br />Drop manholes are used to compensate for elevation differences in the sewer lines. The 8" <br />diameter City sewer passes under Edgerton Street and drops down 6.7 feet just before it enters <br />MH #14. Based on the objects (i.e. grease, sticks, and diapers) that we found in our sewer at this <br />location, we have concluded they must be plugging the 8" diameter drop section thus backing <br />flow up in this line. To resolve this we are proposing to reconstruct MH #14 to a larger diameter <br />size, increase the drop pipe diameter, and moving the drop pipe into the manhole. The estimated <br />cost to accomplish this project ranges from $25,000 to $30,000 depending on how we can <br />accomplish by -pass pumping of the sewer flows while the work is being performed. Staff will <br />continue to work on ways to reduce the cost of this project. <br />Based on the above, staff is requesting Council authorization to prepare needed engineering <br />drawings and request proposals to accomplish the reconstruction of MII #14 to an inside <br />drop manhole as soon as possible for an amount not to exceed $30,000. <br />Cc: Mr. Skarda <br />H: \GregS \Sanitary Sewer \Edgerton Street Sewer Corrections.doc <br />
