MINUTES
PLANNING COMMISSION
MAY 10, 2012
CUP FOR
STORAGE
BUILDINGS —
2442 RICE
STREET —
TERRACE
HEIGHTS
MOBILE HOME
PARK
recommendations of the City Planner as outlined in his May 4, 2012
report.
Motion seconded by Maleitzke.
Motion carried 7 — 0.
Randy Graczyk, Terrace Heights Mobile Home Park, appeared before the
Commission requesting approval of a Conditional Use Permit to allow
construction of two storage buildings on the mobile home park property at
2442 Rice Street. Graczyk noted that Terrace I-Ieiights constructed a
10 -unit storage building in the park about six years ago. They would like
to now add two five -unit buildings. Graczyk described the location of the
two buildings which would back up to the berm along County Road 13 -2.
Knudsen asked about the non - conforming nature of the mobile home park.
The Planner noted that normally non - conforming uses are not allowed to
be expanded. However, at the time the previous storage building was
considered, the City adopted a clause allowing such buildings by CUP
given the mobile home park is a non - conformity in the B -3 District. The
Planner reviewed the Code conditions that were established relative to this
issue which are outlined in his May 4, 2012 report, He noted that this was
an allowance to improve quality of life and or convenience for the
residents of' the mobile home park.
Duray asked what the buildings would be constructed of. Graczyk
reported that they will be metal buildings. Knudsen asked about visibility
to Rice Street and County Road 11-2. Graczyk indicated that the buildings
would not be visible from County Road 13 -2 given the berm, but would be
visible from Rice Street.. Graczyk reported that City staff suggested that
hardy board siding be used on the west wall of the building facing Rice
Street. The City Planner also recommended that some plantings be added
along the Rice Street side of the building. Knudsen felt that the visual
impact the storage buildings would have along Rice Street should he
minimized.
Duray asked if there would be windows in the west wall. Graczyk
indicated that the buildings would have no windows. Hall asked if a
second access door would be required for each garage unit. The City
Planner indicated that a second door access is not a Code requirement for
a building of this size. Graczyk noted that the current storage building
does not have second access doors. He also indicated there would be no
power in the buildings.
-5
7
