d. The building must be remodeled to be consistent with the underlying zoning if <br />the mobile home park use is discontinued and the storage building is retained <br />for the future use. <br />e. The building does not occupy land required for parking or other uses in the <br />park. <br />f. The addition of the storage building does not result in an increase in the <br />number of units in the mobile home park. <br />g. If constructing a metal -sided building, the applicant shall include, at the <br />discretion of the City Council, upgraded building materials, including but not <br />limited to, the following: <br />(1) A wainscot of masonry materials at least thirty -six (36) inches in height <br />on the front, and other portions of the building exposed to <br />neighboring properties or public right -of -way; <br />(2) Other materials or architectural enhancements to walls, roofs, or <br />windows and doors. <br />The proposed buildings have metal siding and roofing, with a masonry wainscot along <br />the sides and rear of the building. The rear of the building will face County Road B2, <br />where the City recently constructed a berm, retaining wall, and planted screen. The <br />eventual growth of the new plantings will create a relatively thorough screen from view <br />of traffic to the south. Because view of the buildings is relatively unscreened from the <br />west, planning staff would recommend some tree planting along the western boundary <br />of the site, between the buildings and Rice Street. <br />The City should determine whether these materials are consistent with the architectural <br />requirements of the code, and whether any additional enhancements would be <br />appropriate to meet the intent of the ordinance. <br />Summary and Recommendation <br />The Conditional Use Permit requested is consistent with the language and intent of the <br />ordinance clause, with the noted concern related to building materials. The applicant <br />has provided the suggested masonry -- the City should consider whether additional <br />architectural enhancements are appropriate.
