He noted that there is only one duplex in the <br />area. Kath did not feel townhomes were needed. <br />One resident of the area indicated that townhome development is ugly and <br />noted the development along Highway 36 and County Road B. The <br />resident also indicated that the development would cause light pollution. <br />Roycraft felt there were three issues of concern. The first is that the <br />proposal does not tit the City's Comprehensive Plan for the Area. The <br />second is that the City has no information from the Watershed on the <br />impact of this development, and the third are the safety issues that have <br />been raised. <br />The City Planner indicated that the Comp Plan designates the area for low - <br />density residential development, but does not indicate a specific zoning. <br />Duray asked if R -2 zoning in this area would be spot zoning. The City <br />Planner pointed out that the property consists of 29 acres, therefore, he <br />would not consider it spot zoning. The Planner felt the issue was whether <br />or not townhome development would be compatible with the area. <br />Roycraft recommended denial of the concept for rezoning of the Palmen <br />property from R -1 to R -2 based on the fact that the R -2 zoning would not <br />fit the area given it is entirely surrounded by R -1 development. <br />Motion seconded by Duray. <br />Motion carried 7 -- 0. <br />Knudsen stated that his concerns are that the issues raised tonight will not <br />go way if a single- family residential development is proposed. Knudsen <br />stated that the real issue appears to be whether or not the property should <br />be developed. <br />Keis agreed and suggested that the property owners in this area either talk <br />to Council Members about the City's acquisition of this property or get <br />together as a group and purchase the property. <br />Guy and Nick Strohbeen, Norm's Tires, appeared before the Commission <br />requesting a Rezoning from General Business (B -3) to Auto Oriented <br />Business (B -2) and an Amendment to an existing Conditional Use <br />Permit to allow the construction of a 50 foot by 40 foot storage building <br />on their property. Nick Strohbeen reported that the building will be used <br />for storage purposes only. There will be no water to the building, but <br />8 <br />
