MINUTES <br />CITY COUNCIL <br />FEBRUARY 11, 2026 <br />Katie Davidson, League of Minnesota Cities, introduced herself and stated that each year the League <br />hosts the contest for fourth, fifth, and sixth graders. She stated that 13 submissions came from Little <br />Canada and reviewed some of the priorities and themes identified in the submissions. She recognized <br />that great leaders do not just solve problems but also find ways to bring joy to the cointnunity. <br />Mayor Fischer stated that he was pleased with the number of submissions received by Little Canada <br />students and noted that virtually all the submissions included a passion to help the homeless, those less <br />fortunate, and animals. He noted additional suggestions related to work -life balance, activities in the <br />parks, and changes the students would make to the schools. He commented that the submissions were <br />very thoughtful and compassionate and thanked those who submitted to the contest. He presented <br />certificates to the two students present at the meeting. <br />PUBLIC COMMENT <br />Taelor Johnson, resident and Chair of the Planning Commission, commented that she was disappointed <br />that there is not an actionable item on the agenda tonight related to ICE activity following the <br />comments at the meeting two weeks ago. She stated that ICE was at Pioneer Park today. She <br />commented that she and her husband have spent $400 recently feeding Little Canada residents who <br />normally would be working and their children would be eating at school but are staying in their homes <br />because they are afraid to leave. She recognized that Little Canada does not have its own police force <br />and relies on Ramsey County and nuisance reports. She believed the city should have a mechanism for <br />recording and reporting ICE activity in the parks and on City -owned land. She commented that she <br />would be interested to see what other communities are doing. She recognized the stance that Roseville <br />has taken and noted that the next day, ICE showed up at the high school. <br />Mayor Fischer thanked everyone in attendance. He stated that the Council is aware of this and stated <br />that he wakes up every day wondering what can be done. He commented that ordinarily the city can <br />provide money and resources to resolve a problem, but that is not an option in this scenario. <br />CONSENT AGENDA <br />Kwapick introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2026-2-I 7 —APPROVING THE CONSENT A GENDA WHICH <br />CONTAINS THE FOLLOWING: <br />• Approval of the Vouchers <br />• Approve 2026 Service Agreement with SafeAssure <br />• Approve Tobacco License for Little Canada Smoke Shop New Owner <br />• Accept St. Paul Area Association of Realtors Key Communities Grant and Authorize <br />Submission of a Grant Application to National Association of Realtors <br />• Approve 2026 Fire Protection Contract with Little Canada Fire Department <br />The foregoing resolution was duly seconded by Miller. <br />Ayes (3).
